The annual permit fee may reach SR100,000. However, the exact amount may vary based on the type of business.
The Minister of Municipalities and Housing will decide the final fees and any exemptions. The ministry may also consider public interest when making these decisions.
This licensing system gives commercial establishments a legal way to extend their operating hours. It also helps businesses follow government regulations.

Labour Rules and Businesses Exempt from Permit Fees
Businesses that operate overnight must follow Saudi employment regulations. The Ministry of Human Resources and Social Development will supervise compliance.
Employers must protect employee rights and provide suitable working conditions. They must also manage shift schedules according to Saudi Labour Law.
The same rules apply to women’s employment and overnight working arrangements.
Several essential services do not need to pay the annual permit fee. These include:
- Fuel stations and fuel dispensing services
- Service centres outside urban areas
- Hotels
- Serviced apartments
- Resorts
- Pharmacies
- Healthcare facilities
- Educational institutions
- Wedding halls
- Recreational rest houses
These establishments remain exempt from the fee. However, they must still follow all other applicable regulations.
What the New Rules Mean for Businesses
Municipal authorities can select the commercial districts and streets where permit holders may operate overnight.
This approach helps authorities support commercial activity while protecting nearby residential communities. It may also reduce noise, traffic and other disturbances.
Businesses can challenge permit decisions or enforcement measures. They may submit complaints through municipal grievance committees or other authorised bodies.
