The Saudi Arabia 24-hour business permit system allows eligible commercial establishments to remain open throughout the night after obtaining a special licence. The new framework creates a regulated process for businesses seeking extended operating hours while ensuring compliance with municipal, labour and public safety requirements.
The regulations were issued by the Ministry of Municipalities and Housing following a Cabinet decision. They set out how businesses can legally operate between midnight and 5:00 a.m., with separate operating arrangements continuing during Ramadan and the Eid holidays.
How the Saudi Arabia 24-hour business permit works
Businesses that want to operate around the clock must first obtain approval from their local municipality and police authorities. Once approved, the permit will be issued electronically and linked to the establishment’s existing municipal licence.
The annual permit fee can be as high as SR100,000. However, the final amount, along with any exemptions, will be determined by the Minister of Municipalities and Housing depending on the type of business and wider public interest considerations.
The new licensing system creates a clear legal framework for commercial establishments that wish to extend their business hours while remaining compliant with government regulations.

Labour rules and businesses exempt from permit fees
Businesses operating overnight must also comply with employment regulations supervised by the Ministry of Human Resources and Social Development.
Authorities will ensure that working conditions, employee rights, shift schedules and other labour requirements follow the Saudi Labour Law, including rules relating to women’s employment.
Several essential services have been exempted from paying the annual permit fee. These include:
- Fuel stations and fuel dispensing services
- Service centres outside urban areas
- Hotels
- Serviced apartments
- Resorts
- Pharmacies
- Healthcare facilities
- Educational institutions
- Wedding halls
- Recreational rest houses
Although exempt from the fee, these establishments must still comply with other applicable regulations.
What the new rules mean for businesses
Municipal authorities have also been given the authority to identify commercial districts and specific streets where Saudi Arabia 24-hour business permit holders will be allowed to operate overnight.
The selected areas are intended to balance commercial activity with the needs of nearby residential communities, helping reduce potential disturbances while supporting economic activity.
The regulations also provide businesses with a legal process to challenge decisions related to permit approvals or enforcement measures through municipal grievance committees or other competent authorities.
By introducing the Saudi Arabia 24-hour business permit system, the Kingdom aims to expand business opportunities, improve public access to services, and strengthen regulatory oversight without compromising community welfare.
