The Property Transfer Penalty system in Lahore has been significantly revised after the Lahore Development Authority (LDA) introduced a new policy aimed at reducing the financial burden on property owners. The decision brings major relief for citizens involved in property transfer and NOC-related cases across the city.
The Lahore Development Authority (LDA) has updated its rules to change how penalties are calculated in access area adjustment cases. Instead of using the current District Collector (DC) rates, the authority will now calculate penalties based on the original allotment rate of the property. Officials say this shift is designed to create fairness and reduce inflated charges faced by applicants.
The move comes after multiple complaints from property owners who argued that they were being overcharged during transfers, even in cases where no fault was involved on their part. The new policy has already been approved by the LDA Governing Body, and implementation orders have been issued.
Key change in the penalty calculation system
Under the previous system, penalties were calculated using current market-based DC rates. This often led to significantly higher charges, especially in cases involving access area adjustments during property transfers.
With the revised policy, the calculation method has been changed. Now, authorities will use the rate from the year the plot was originally allotted. Officials believe this will make the system more transparent and reduce unexpected financial pressure on applicants.
According to senior officials, including LDA Director General Tahir Farooq, the decision was taken after detailed working sessions. The aim was to address long-standing concerns raised by citizens and simplify the transfer process.
