The Lahore High Court (LHC) recently ordered a province-wide screening drive. Officials said the inmate screening process now follows internationally recognized prison management guidelines, including the Nelson Mandela Rules. From January to October 2025, 10,166 tests were conducted, with 3,873 inmates testing positive for drugs. Rapid testing kits capable of detecting methamphetamine, THC, MDMA, and methadone are now in use across jails.
To strengthen prison security measures, separate blocks have been created for drug-dependent prisoners. Body scanners in jails are being installed to detect hidden narcotics during court escorts and routine checks. Staff training now emphasizes substance abuse support, mental health care in prisons, and rehabilitation programs. These steps aim to reintegrate inmates safely into society while reducing the prison population strain caused by 72% under-trial prisoners.
Authorities also plan to expand detox centers in jails and coordinate with the Health and Social Welfare Departments for formal rehabilitation programs. The initiatives highlight a proactive approach to controlling prison drug smuggling while ensuring legal recognition for inmates with addiction issues. Officials stress that continuous monitoring, stricter movement controls, and effective testing can significantly curb illicit activities within Punjab jails.
