Punjab has moved toward a major regulatory step with the introduction of a proposed AI voice cloning law, aimed at stopping the misuse of artificial intelligence for voice and face replication. The new legislation targets growing concerns over deepfakes and digital identity theft across Pakistan.
The Punjab government has prepared draft legislation titled the Punjab Performers’ Digital Identity and Artificial Intelligence Protection Act, 2026. The law is designed to protect artists, performers, and public figures from unauthorized use of their voice, face, and likeness through AI systems.
Officials say the proposed framework responds to rising cases where AI tools are used to generate fake voices, videos, and endorsements without consent. The government aims to create clear legal boundaries for the use of synthetic media in entertainment and public communication.
Strict Consent Required for AI Use
Under the proposed law, any use of an individual’s digital identity will require clear, written consent. This includes voice cloning, facial replication, and other AI-generated transformations.
The legislation also treats an artist’s digital identity as protected property. This gives performers legal control over how their image and voice are used commercially.
Any AI-generated performance involving an artist will require a separate agreement. It must also include compensation terms approved by all parties.
Heavy Penalties for Violations
The draft law introduces strict penalties for violations. Offenders may face heavy fines running into millions of rupees. In serious cases, imprisonment of up to three years is also proposed.
AI-generated endorsements or political messages falsely linked to an artist will also fall under illegal activity. Authorities say this aims to prevent misinformation and reputational damage caused by deepfake content.
Protection for Minors and Deceased Artists
Special safeguards are included for individuals under 18. Any AI use involving minors will require parental or guardian consent before approval.
The bill also proposes protection of digital identities for deceased artists for up to 25 years. This aims to prevent unauthorized commercial exploitation of their legacy through AI tools.
Transparency and Regulation Measures
All AI-generated or AI-edited content will require a clear disclaimer. This will help audiences identify synthetic media in entertainment and media platforms.
Punjab also plans to launch a Digital Rights Registry. It will monitor permissions, contracts, and disputes related to digital identity usage.
Officials believe the proposed AI voice cloning law will set a new standard for digital rights protection in Pakistan. It also addresses growing global concerns about deepfakes, misinformation, and AI misuse in creative industries.
