Pakistan’s mobile network competition has once again been reshaped after the latest PTA QoS survey for Q1 2026 revealed detailed performance rankings across all major telecom operators.
The survey shows a clear overall winner, but also highlights how different networks dominate in specific categories such as speed, coverage, voice calls, and latency. The findings are based on tests conducted by the Pakistan Telecommunication Authority across 18 cities nationwide.
Jazz leads overall performance in the PTA QoS survey
According to the PTA QoS survey, Jazz has emerged as the best overall mobile network in Pakistan for early 2026. The operator recorded the highest overall KPI compliance rate at 95%, making it the strongest performer in the combined assessment.
Jazz achieved 205 compliant checks out of 216. This consistent performance helped it secure the top position in the national ranking.
Zong followed closely with 93% compliance, while Ufone stood at 89%. Telenor ranked last with 78% compliance.
Despite the overall ranking, the survey shows that competition among top operators remains tight, especially between Jazz and Zong.
Strong competition across key performance categories
The PTA’s testing did not only focus on overall scores. It also evaluated networks across multiple technical areas, giving a clearer picture of real user experience.
Speed and data performance
Jazz dominated in download speed performance. It ranked first in 13 cities during auto-mode testing and also led third-party app download tests.
However, Zong performed better in upload speeds. It secured first position in most cities for both auto-mode and app-based upload tests.
This makes Jazz more suitable for streaming and downloads, while Zong performs better for users who upload content or share large files.
Coverage and connectivity results
Coverage results were more balanced across operators.
Zong performed strongly in overall coverage when both 4G and 3G fallback networks were considered. It also led to combined coverage compliance.
In 4G coverage alone, Jazz, Zong, and Ufone performed equally well, each meeting the required standards in 16 cities.
Telenor ranked second in this segment but lagged in overall consistency.
Voice calls and communication quality
Voice performance is one of the most important user experience indicators, and Zong led this category.
It recorded 88 compliant voice KPIs, the highest among all operators. Jazz followed closely with 86 compliant KPIs.
Telenor and Ufone trailed behind with lower performance levels.
The PTA measured call quality using factors such as call setup success, call drop rates, and connection time.
Latency and browsing experience
Latency results showed mixed outcomes depending on testing methods.
Jazz performed best in auto-mode latency testing. It achieved compliance in 16 cities.
However, Ufone recorded the lowest average latency at 68 milliseconds, making it efficient for real-time usage in some conditions.
In web browsing tests, Jazz, Zong, and Ufone all performed strongly. Each of them achieved full compliance in all 18 cities.
Telenor showed weaker results in this category, with only partial compliance.
SMS performance rankings
In SMS services, Jazz took the lead again.
It recorded 34 compliant KPIs, making it the strongest performer in text messaging reliability.
Zong followed closely with 33 compliant KPIs. Ufone and Telenor remained behind in this segment.

The PTA QoS survey shows that no single network dominates every category.
Jazz stands out as the strongest overall performer, especially in download speeds, SMS reliability, and general consistency.
Zong remains highly competitive and leads in upload speeds, voice services, and coverage performance.
Ufone shows strength in latency and browsing consistency, while Telenor continues to struggle in multiple performance areas.
For users, this means the best network depends on usage needs. Some users may prefer Jazz for speed and stability. Others may choose Zong for uploads and voice quality.
